On November 17th 2009, representatives of the European Parliament and Council reached a political agreement on the energy performance of buildings. The agreement confirms that the key aspects of the previously presented proposal for a recast of the Energy Performance in Buildings Directive have been retained.

Buildings account for 40% of the total energy consumption in Europe. Improving energy performance in the building sector is therefore key to achieve the EU´s ambitious climate and energy objectives for 2020, including the reduction of CO2 emissions and a 20% energy saving.

Important aspects of the strengthening of the Energy Performance in Buildings Directive include the requirement for all buildings built after 31st December 2020 to achieve high energy standards and to be powered to a large extent by renewable energy.

The public sector is required to set an example by owning or renting only this kind of buildings by the end of 2018, and to promote the conversion of existing buildings to achieve this “nearly zero” energy standard.

The Council also took onboard the Parliament’s amendment that requires Member States to draw up national plans for increasing the number of nearly zero energy buildings.
